Create a lifelong learning system that is better tailored to 21st-century jobs

Today’s economy requires more agile, adaptable, and technologically literate workers than ever before. People of all ages need continued access to a range of higher education and training opportunities—early career, mid-career, and even late-career—so that they can keep up with changes in technology and industry, and shift fields or move up in their fields. Employers also need a better mechanism for communicating to job seekers and educational institutions what sorts of skills and competencies they are looking for. In short, we need a lifelong learning system that is better tailored to the 21st century economy—one that enables ongoing skills building, emphasizes portable and performance-based credentials, and enables employers, job seekers, and education providers to be in constant communication.
